In the state of Guanajuato, there are more than 3,330 state elements, more than 2,000 criminal investigation agents, and more than 1,000 state highway elements.

It is worth noting that the Attorney General of Guanajuato received certification and approval from the FBI. Each of the 46 municipalities has its police force based on the number of inhabitants.

STRATEGY TO STRENTHEN SECURITY IN THE STATE

MEASURES

· An fund of 600 million Pesos was set up to drive the new security strategy of the state.
· In the first stage, more than 1,700 policemen patrol the 46 municipalities of Guanajuato. Currently, the program includes over 3,000 state law enforcement agents.
· Reforms were made to the laws to be more forceful in the fight against crime and to speed up the Justice System to empower the municipal authority to act immediately and without excessive bureaucratic formalities in Federal Property.
· A permanent and opened communication channel is maintained between the Municipalities and the Federation to combat common and organized crime. Also, close coordination with the neighboring States of Querétaro, San Luis Potosí, and Aguascalientes promotes better security for the entire Bajio area.
· The different companies and industrial parks installed in the State of Guanajuato perform periodic safety meetings with Municipal Police, Command Only FSPE, Federal Police, Gendarmerie, Civil Protection, and others, for crime prevention and community participation.

· Implementation of tours with expatriates in urban areas, coupled with crime prevention talks and recommendations for a safer stay.
· Issuing of monthly safety reports.
· The state of Guanajuato is the pioneer in implementing the 911 emergency line: JAPAN DESK 01-800-9SOS-GTO, for the attention of the English and Japanese speaking communities. For general information/emergencies 24/7, the Japanese community must dial (075).
· Implementation of ProcurAPP, an APP that makes emergency services available to all citizens quickly, without the required intervention of the Public Ministry.
· The different private security corporations of the State must pass a certification by FSPE, with trust control exams that include Psychological Tests, IRIS Recognition, Polygraph Exam, Voice Record, and Fingerprints with the Mexico platform database in order to provide the service.
· Installation of communication equipment including the Panic Button #20-thousand, where each company’s security employees receive training for their use of this system, linked to C4 and C5, with a response time of 10 minutes on site.
· The General Director of the State’s Coordination, Command, Control, Communications, Computing and Intelligence System (C5i), is the department responsible for the correct operation of the Monitoring and Radiocommunication Systems for the Public Security, Justice Procurement, and Emergency/Rescue Institutions.
· Facilitates logistics and coordination services that allow effective and efficient attention to high-impact or relevant public security incidents in municipalities, in addition to being the direct link with public security institutions of the three levels of government.
· Facilitates the supervision, validation and evaluation of the operating protocols, processes, and information technology infrastructure, as well as the activities carried out by the Municipal Emergency Attention Centers.

In the state of Guanajuato, there are 48 water treatment plants that are under state jurisdiction. Each municipality has additional infrastructure, regulated by operational agencies, in coordination with the National Water Commission (Comisión Nacional del Agua).
